X and Y capacitors are safety capacitors. The difference is that X capacitors are connected at both ends of the input line to eliminate differential mode interference, and Y capacitors are connected between the input and ground lines to eliminate common mode interference;

X capacitors use plastic-sealed high-voltage CBB capacitors. CBB capacitors not only have better electrical performance, but also are connected in parallel with the input of the power supply to effectively reduce the impact of high-frequency pulses on the switching power supply.

Y capacitors --- there are high-voltage porcelain. The Y-type capacitor is connected between the phase line and the ground line. In order to not exceed the allowable leakage value of the ground wire defined by the relevant safety standards, the value of these capacitors is about a few nF. Generally, the Y capacitor should be connected to the wire with large noise interference;

The Y capacitor is divided into a Y1 capacitor and a Y2 capacitor. Y1 is a double-insulated Y capacitor and is used to bridge the primary and secondary sides. Y2 is a basic single-insulated Y capacitor and is used to bridge the primary side to protect the ground, that is, the FG line.

Safety capacitors are used in situations where the capacitor will not cause an electric shock after it fails, and will not endanger personal safety.

According to IEC 60384-14, capacitors are divided into X capacitors and Y capacitors.

3. The safety regulations did not say that the Y-CAP must be added, as long as your EMI can pass, too much Y-CAP will affect the leakage current.

X capacitors are divided into X1, X2, X3. The main differences are: 1. X1 withstands high voltages greater than 2.5 kV, 4 kV or less, 2. X2 withstands high voltages less than or equal to 2.5 kV, 3. X3 withstands high voltages less than or equal to 1.2 kV For Y1, Y2, Y3, Y4, the main differences are: 1. Y1 withstands high voltages greater than 8 kV, 2. Y2 withstands high voltages greater than 5 kV, 3. Y3 withstands high voltages n / a 4. Y4 withstands high voltages greater than 2.5 kV. Then "X1 400V, Y1 250V" means that the parameters when used as X capacitors are: withstand voltage greater than 2.5KV, the maximum operating voltage should not exceed 400V; the parameters when used as Y capacitors are: withstand voltage greater than 8KV, the maximum operating voltage should not exceed 250V. So you can choose the right capacitor yourself.

The safety capacitor 250V can replace the high-voltage ceramic capacitor 3KV. However, high-voltage ceramic capacitors cannot replace safety capacitors because there is no safety certification.
